Economic Operators Registration and Identification System
(EORI) - draft regulation
The EORI system will be implemented before 1 July 2009 to compliment the new e-customs system.
Traders will be issued with a unique company identifier, called EORI. It must be used by traders when submitting declarations to Customs in any country of the EU.
Revenue does not anticipate that there will be a significant impact on trade but is currently examining the practical issues that will arise from implementation of the Regulation. It is envisaged that, in advance of July 2009, Revenue will inform traders of their relevant identification number which traders will then be required to use from the July 2009 date.
Revenue intends to implement the Regulation in a manner that causes the least imposition on trade and the EORI number that will be assigned may be a number that traders are already using for AEP purposes.
The central EU EORI database will have a public interface and an option will be available for Traders to allow their details to be published.

Brazilian New System “SISCARGA” – Effective March/2008 Brazilian customs are planning to demand that manifest data submission is to be done to their new system named “SISCARGA”.
The changes will mean an increased demand for additional information, namely:
General Tax Code number (in Brazil it is known as company’s “CNPJ” number)
Cargo harmonized code number (in Brazil it is known as cargo’s “NCM” number)

Duty Suspensions - Checklist for traders To ensure existing tariff suspensions are effectively renewed after 1 January 2009, a simplified tariff prolongation suspension application needs to be submitted via an EU member state trade department to the EU Commission by 15th April 2008. CAP Refunds on Exports - briefing note on new procedure The European Commission agreed changes to the procedures for claiming CAP refunds on exports of agri-food and drink out of the EU. The IEA, in discussions with the Dept of Agriculture, was advised that the new regulations must be implemented in all member states on the 1st April 2008. See briefing note for details.
